CreateStringCoordSys Constructor

Description

The CreateStringCoordSys constructor creates a new instance of the StringCoordSys class.  The constructor requires one argument, which gives the type of StringPointTranslator that will be used.  Once constructed, either the InnerGeodetic property must be set.   Changing any one of these will cause the others to be changed in the same way.  It is furthermore necessary to set the Parameters used by the StringPointTranslator before this StringCoordSys will be ready to use.
