ParameterCollection Constructor

Description

The ParameterCollection constructor creates a new instance of the ParameterCollection class.  There are two signatures for this constructor.  The first constructor takes no arguments and produces an empty ParameterCollection.  The second constructor is a copy-constructor, which produces a ParameterCollection with the same value as the ParameterCollection passed as argument.
